Fear can be a very powerful motivator or a deterent depending on the individual. For example a mother who is deathly afraid of snakes can temporarily overcome this aversion say if her child were in danger from one and step in to rescue him. A positive thing from a fear. Conversely a soldier for example can be so overcome by fear in the heat of battle that he might freeze and not do anything, thus putting himself and others at greater risk, a negative result. We all fear different things and at different levels, and as an actor might say "whats my motivation?"

Your query was stated philosophically.. would a philosophical answer be agreeable with you? The reaction to fear covers a wide range of emotional responses and therefore the response to something fearsome will vary greatly from one individual to another. In this premise it can be assumed that the reaction will center on self-preservation or survival. As an example, if you wil suddenly be confronted by a "mad" person with intent of harming you, the great fear generated by this "threat" will illicit a series of responses that will end up either with you running away and far from the said person, or on the contrary, a reaction of you taking the stance and directly engaging him in a physical struggle whose end may be you overpowering him and surviving the attack or you being ultimately killed by him while depending your self. In both situation which one do you think is positive? In short, all reactions to fear tends to be positive initially, but final endpoint will truly say if it was actually positive (survival) or the other way around.

When a positive action suscites a change where the outcome is unknown, of course there will be fear.

Agree. Great fear increases adrenalin levels.
With increased adrenalin flowing in your bloodstream, you can even walk in space.

Your question is worded in a manner which makes it difficult for me to understand what you mean. It would be helpful if you rephrased it.
