Sometimes yes. There are basically three things that you want to clear.

1. Cache
2. Browsing History
3. Cookies

Usually when people clear out their history and cache they think that they cleaned out their browser but they forget that some sites have the browser save a cookie. This cookie can be searched for.

If you want to clean out your history and everything else with ease I would suggest using Firefox. It has a very visual way of allowing you to clear everything from your browser.
