When I was a kid I remember the buffets in Reno and Vegas being like, $4.99 for breakfast, $5.99 for lunch, and $6.99 for dinner. Now, it's more like $10-$25 per person depending on what time of day you go! (And don't forget, Sunday brunches at most casinos are "Champagne" brunches and the price automatically goes up into the $20 range....)
Based upon my experience, you're going to find less expensive buffets at some of the casinos off the Strip. Try some of the Station Casinos. They have a lot of new properties, and yes, they can be pricey, but they are probably a few bucks cheaper than the others. I've been to the buffet at Rio, Tropicana, Wynn, Bally's, Texas Station, Santa Fe Station, the Cannery, and Green Valley Ranch. I thought they were all pretty good.

You may need to call ahead of time on this one. I suggest the buffet at Fremont Casino downtown. All you can eat seafood and they have pretty good prime rib also. Around New Years the buffet was $14.99 a person.
If you call ahead of time the may have a party discount or extra comps for bringing that many people.

Rio is the best...
But I never saw a buffet anywhere in Vegas for less than $25 per person.
