OMG! I hate those. But anyways, it'll be a hair curled over, adjacent to its self, growing into another part of the skin. It may be irritated really bad and it may not. It depends on the severity. I've had plenty of these to know what I'm talking about. lol

Normal ingrown hairs are just little curly hairs that are sharp and grow back into the skin--resemble a small whitehead, and when popped the hair usually pops out, really curly sometimes. The really big ones the one guy is mentioning requiring medical treatment is probably a carbuncle, which is a deep tissue infection around a hair follicle, not an ingrown hair.
Best way to prevent ingrown hairs is to use a washcloth or luffa to exfoliate your skin well, or just towel off briskly so you massage the skin and loosen any hair sprouts that are turning inward.

Mine is right next to my rusty bullet hole and is very painfull, i have an appointment at the hospital to have it removed this week, i wouldn't leave it too long, i know two others that have had operations on them if you leave it and mine's started to hurt whilst going for a poo, my advice go straight to the doc's

Red, swollen and tender.
Sometimes you can see the hair under the skin if you look under a bright light.
Get a pin and hook the blighter out.
