Sounds more like an allergy than razor burn. Apply Witch Hazel if you have or cold water. Try a different shaving cream.

When shaving sensitive areas, always make sure that you use a shaving cream, a fresh razor, and then moisturize afterwards. A moisturizer with AHA in it, will help because as the new hairs try to come through it starts to Itch, and can get ingrown hairs. So the AHA helps to exfoliate the skin, keeping the hairs open to come through again without much trouble.
For now, just keep washing the area, and moisturizing. It will go away soon .

Was this your first time shaving? I wouldn't be surprised if this experiance put you off for good, but your skin does get used to it. If it helps, just shave around the anus and lips and just trim the upper part, since that's where razor burn is usually the worst.
