Some artists like Prince (he can say that because he has immense instrument skills) don't believe in it, but it's popular and does promote listening to the original artists' songs that others have sampled from. Sampling has been going on for YEARS! It was possible six years ago to buy the Vienna Symphony Orchestra. Each individual instrument played many different ways.
It is an art and science and has exploded the way music is created.
