It depends on what type of player your friend has. If the player doesn't say anything about MP3s on it then it won't play them. You'll have to change the format or tell your friend to get a CD/MP3 player. They don't cost that much.
CDs don't have regions. I've gotten CDs imported from Britain and they play just fine.

It actually varies through out different cd players. So in other words there are many that can play in MP3 format, yet others can't. I actually burned a CD for when I am on road trips, yet when I try to hear the CD it wouldn't work.

Most CD players only play CD's, not in the .mp3 format. You might inquire of your friend if he has a CD player that will play.mp3's though, as some players will also play them, but they're in the minority. There's an example of one of those at the below link.

Anything burned as an actual audio disk should play on any machine, including most DVD players. After that it gets complicated. If you have a few mp3s thrown in the disk may become completely unreadable. Use of folders and RW disks sometimes make a difference, too. The only safe course is to go on-line and browse the manual for the exact make and model of the intended machine.
