A cookie is a small amount of data, that is sent to your browser from a web server and may either be used only during your session (a "session" cookie) or may be stored on your computer's hard drive (a "persistent" cookie). Cookies are often used by web sites so they can store your preferences so when you return, the site can identify you and present your preferences automatically. If your browser software is set to allow cookies, a web site can send its own cookie to you. A web site that has set a cookie can only access those cookies it has sent to you, it cannot access cookies sent to you by other sites. If you prefer not to receive cookies, you can set your browser to warn you before accepting cookies and refuse the cookie when your browser alerts you to its presence. You can also refuse all cookies by turning them off in your browser.

When a web site doesn't support cookies?
I doesn't try to put little files on your computer. This usually means it's not tracking what you're doing or who you are. You're not required to sign-in.
When a browser doesn't support cookies?
This means that the site is trying to put a text file on your computer that contains info it can read and understand - info that identifies you.
Having this "error" usually means that your browser's settings have been changed to not let cookies in - this can increase security and privacy, but it also makes it hard to stay logged into a site.
Look under Tools > (Internet) Options, and look around in the tabs. It's usually under "Privacy". I'd be more specific, but there are so many browsers out there that I'd have to give instructions for each one.
I, personally, hope you're using Firefox.
Why? Well, who doesn't like faster, safer and smarter surfing with less spyware and viruses getting in?

cookies are bits of information that a website store temporarily while you are using it. It is not neccessarily a bad thing if the site doesn't use cookies. It just means it won't save anything you put in.
