definitely dropsy.

dropsy accompanied problems with the eyes and other things is often fish tuberculosis. this has NO cure. if it is tuberculosis your fish will die, sorry :(

even more bad news, if it's tuberculosis there's not guarantee that you'll be able to fully clean everything in the tank. anything plastic throw away. the rocks must be thrown out as well as the filter. unless you plan on cleaning your tank with bleach and then not using it for years (bleach doens't even fully kill it) there's a chance it will pass on to your next fish.

I hope I'm wrong and he makes a full recovery, good luck!

This sounds like a pretty clear case of dropsy. Dropsy is an internal bacterial infection. The swelling is because the fish is absorbing water faster than it can eliminate it, and it can be caused by many different problems. But virtually always, water quality is the cause of diseases and parasites. Be advised, fish usually die from this. It's possibly the hardest internal bacterial infection to cure. Sorry. There are a number of medications available such as penicillin, tetracycline and naladixic acid. The fish usually doesn't make it, but you have to at least know that you tried to do everything you could to save it. You need to get a test kit and check your nitrates. High nitrates are usually the culprit. Good water conditions prevent this. Do some research on water cycling, water changes and testing to learn how to prevent poor water quality. Good luck with your fish!

It sounds like he has a fungal problem. Without more info I can't really offer any advice. Have you fed him regularly? Is his water kept clean and is his tank/bowl covered to keep out dust? Have you tried using NovAqua+ ? It's a water conditioner that contains Echinacea (natural antibiotic) Vitamins, and Anti-Virus Protection.
This stuff is fantastic for Betta's! I've saved quite a few with it.

All in All.... you can do everything in the book and those little suckers will die on you. I hate that part of being into fish!

The scales sticking out are a sign of dropsy. See these websites: http://www.fishdeals.com/fish_diseases/dropsy/
