Individual Decipline
If every body has this much of our countries problems will be readicated.
But now its impossible to develop Individual decipline among people.
It has be developed from childhood, So Education is the only source of delivering it.
Now lets think about immediate solution.
1. Hike the Pay so they need not get bribe
2. Strick rules and Severe punishment if found Guilty
3. Implement the rules without any discripancies
4. No Political intervention
5. Common people stop giving Bribes even if there work delays.

create a dedicated team which is authorised to in quire even President and PM and give it power like supreme court to punish the guilty corrupt leaders and politicians.
Once our Goons in khaki are punished their dependents like police and other officials will understand that when PM and president can be asked why not us.
