why is it that sometimes when u touch a person, u feel static energy between u?

That would be static electricity. You may know how there are protons, neutrons, and electrons. Electrons have a negative charge, and Protons have a positive charge. Basically, your body gained or lost electrons by walking around or rubbing againt something. When you touch someone that has a different balance of protons/electrons then you, you close a circuit (Kind of like how a switch works on a light). This is when you get the "shock." Opposites attract.
This usually only occurs in a "dry" environment, because water molecules prevent the buildup of charges.

That would be static electric energy. This is caused to there being two potentials between you based on activity levels and friction. The charge tries to reach an equilibrium when contact is made. One person's charge goes up and the other person's goes down.
