more policing would probably lead to more arrests, the recidivism rate (people who go to prison, get out, and end up back in prison) is very high meaning that sending people to prison doesn't help reduce crime

more money would need to be put into education systems, look into schooling in compton and I think you will find it is inadequate to say the least.

put money into teen centers so youth will have something to do besides get into trouble.

also because compton has a high percentage of people of color, opportunities for cultural growth and education can make a big difference and help people turn their lives around, it gives them something postive to rely on and work towards

identify postive role models and establish mentoring programs

put more money into government low-cost safe housing

more programs that feed the hungry, a lot of crimes are committed so people can have something to eat

more money into child care so mothers can work instead of stay at home

If you reduce the poor living situations people live in and introduce postive things into the environment crime is likely to decrease, just think about the reasons people commit crimes - alot of the time it is due to poverty, poor living conditions, and boredom. Policing hasn't worked in the past and won't work in the future.

You should contest the ticket in court and tell the judge the cop is an "ignorant liar" as you have said in your questrion. See where that gets you. Or, better yet, put your money where your mouth is and hire a lawyer to rep you. He might be able to plead you down to a non-moving violation.
