i wanted to be in the music buisness all of my teenage years. now i am going for a degree in science and planning to one day persue a career in dentistry. far beyond the music business, but i just realized that its a very competitive field and if im the only one who thinks i have talent, well thats not always good enough.
now, to be a songwriter, you do have to sing. you dont have to have the most amazing voice ever, but in order for your ideas for the song to be heard, they must be heard from the presenter. so take some voice lessons. also, take poetry and writing/literature classes as well. even if you are already a good writer, the more courses you take, the more knowledge you will have and the more knowledge you have, the further you will advance. and last but not least, have a back up plan. im not saying you wont make it, because there are a number of possibilities that could happen. i.e. you wont like it, or the demand for songwriters wont be high, etc. its always good to have a backup plan...
but all in all, good luck!

If you live in NY then I can direct you to the right people, otherwise I am not really sure. Mainly, what you need to do is take some voice lessons so that when you reference a song that you sing it sounds presentable.
Then you would need production to have your lyrics on.

maybe you could go to a record label..one that writes artist's songs for them..(really only major labels do that) and submit your stuff to them..
try to get with a few bands if that doesnt work. talk to them about whether they'd be open to using someone else's lyrics or not.
keep trying to find someone to sing your music. if you can get your songs played by artists they'll get out there. if you can get your music on a cd they'll probably acknowledge your contribution, and then you'll have something to show a label.

some of the best singers/songwriters dont have a perfect voice. Just listen to Jack from the White Stripes, hes crazy sounding but people love it.
