My neighborhood is safe and all, but it is cold outside and would feel safer if I could just pick it up at the post office rather than them dropping it off on my doorstep. It requires signature so after a delivery attempt will they leave a ote on the door or something?

yes if it requires a signature they will leave a note on the door and you can pick it up at the post office

It will come by way of UPS or Fedex, not the post office.

If it's an HP, and you can't be there to pick it up, then you might as well cancel the order now. If the delivery service tries three times to deliver and can't get it to you, then HP will have it returned to them and then will charge you to have it shipped back.
