I'm going with the 1986 NBA Draft (http://nbadraft.net/1989.htm#1986)
That draft was so weird that the second round was about the same, or maybe even better, than the first round.

I'd go with the draft year 2000.

Kenyon Martin is definitely no #1 pick overall. Darius Miles? Marcus Fizer? Is Deemarr Johnson still in the NBA?

1986 was bad, but it did produce Brad Daugherty, Mark Price, Dennis Rodman, and Ron Harper to name a few.

Its a close one, but i still think 2000 was worse.
