Yes and no. What has happened , NORMALLY, is that someone did some ball joint maintainance before for example and did not straighen the steering wheel.
If she plans to keep the car for more than a year, go to Brake Check for the front end wheel alignment. In Texas, it is $100, more or less. I did the first one and had one 6 months later, and plan to get one done again next month, for 3 alignments in one year. It is like checking on your tire pressure all the time and keeping it at the exact tire pressure. Good for the mileage and tire wear. If you have any other problems, the mechanic will let you know so he can make for commission on you.
Anyway, with the car parked, shake the wheels and see if they feel loose. If they do you have problems. Maybe the bearings going out. Also take it to at least 3 shops and get some opinions too.
Now if everything was ok, then whoever did work on it just forgot to line the wheel up. Get the Haynes manual to show you how to do it.
What you do is get the Haynes Repair Manual for your Year and model of vehicle at Auto Zone, or another automotive repair shop. The manual will show you what and how to do the repairs.

No, it could be a problem with the steering arm / links, or the actual steering wheel has to be reset. An alignment just has to do with the wheels alone. If there was a shimmy in the steering wheel or under your butt, that would be a sign of a wheel balance and if it was pulling to one side or the other and any of your wheels are balding faster than the others, it would be do to a wheel alignment.

Not necessarily. the wheels are aligned to each other, and to the vehicle, and while in most cases the steering wheel should be straight, it may not be. The mechanic can easily remove the steering wheel, turn it so that it's straight, and then slide it back on.

Of course it will. That is what aligning is all about.
If the car has been involved in an accident I would look further into it though. There may be other factors involved if that were to be the case.

That will absolutely fix that as long as there isnt a problem with the steering column itself

I've done alignments for a long time, If where you take it does NOT take the car for a test drive, don't trust them.

Yes and make the all the tires are properly inflated. And sometimes a brake can be sticking and cause the same thing.

If it's done properly, yes. All worn steering and suspension components will have to replaced first.

Yep. The most important part is the safety, and less tire wear.
