could someone please explain this to me in terms i can understand?

it says, "The right of citizens of the US to vote in any primary or other election for President or Vice President, for electors for President or Vice President, or for Senator or Representative in Congress, shall not be denied or abridged by the United States or any State by reason of failure to pay any poll tax or other tax."

It just means you don't ever have to pay a tax to vote. Poll taxes used to be a tactic used to keep immigrants/minorities/poor people away from the polls on election day.

eatmore is right, and it also excludes any sort of poll exam or any other requirement aside from basic confirmation of identity to prevent fraud.
