Because the people are intelligent. Destruction of public property would make them suffer. Peaceful protest against a wrong decision is in order. This drama can continue till it turns violent.

It all happens because Police force is put under politicians.They will use excessive force or not at all depending upon views of existing Govt.. If police are made to report to impartial Professional Committee such behaviour could be eliminated
Nobody can assure the safety of lives or property till then
