Are you talking about the engine motor?
What you need is a fan clutch. This has to be replaced With the engine stop, try to spin the blades. In your case, they will spin freely. They are not supposed to do that.
What you do is get the Haynes Repair Manual for your Year and model of vehicle at Auto Zone, or another automotive repair shop. The manual will show you what and how to do the repairs to your fan clutch.
If it is the wiper blades, and the motor works, then take the outside panel off covering the blades, sometimes something breaks or the pin gets loose on the armature from the motor. You will be able to use common sense to see what is wrong.

If the wiper motor is still running, you have to check the armature to see if it is stripped. See if you can move the arms without stress (Wipers off). If the arms move easily the armature is probably screwed. Check the motor connection to see if it is still connected to the arms too. Good luck.

The linkage for a wiper motor is called a transmission. you need to remove the wiper motor from the vehicle and inspect the transmission connection. these sometimes have plastic clips and it may have broken or come off

Are you talking about an airplane?
If the WIPER motor is working, the connecting "rods" are disconnected. This is a pain in the a-s. Take it to a shop.

check the connection point where motors drive shaft connects to the blades. see if it is worn on either side of the connection point. Replace appropriate side.

The linkage popped off the moter, probably worn out.
I assume you're talking about your wiper blades on your car...
