International waters are governed by treaties (not international law - there is no such thing) between sovereign governments. You could make such a declaration, but unless you could prevail over the other interested parties who have treaties, you'd not have much success. Would be nice though, wouldn't it?

International law essentially excepts that might is right. It's not yours if you can't defend those waters against all comers and enforce your decrees.

You have no navy to enforce it. You could say you owned them, but I think the rest of the world would disagree.
