Only if you're royalty or a member of the ruling party in a despotic regime. Otherwise you have no basic human right to never be insulted.

As an attorney here in Illinois once told me... "you can sue anyone for anything at anytime as there is no defined list of valid reasons to sue ... the issue is whether you have a case that can be judged in your favor based on the current laws where you reside (both locally and nationally) and that won't immeadiately be tossed out by a judge". Basically what he was saying is you can sue for anything however there is a good chance your not going to win. An example I could offer which would eloborate and also be similar to your suit in your question in fact. I decide I want to sue you because I gave you a dirty look in front of my friends. I was embarrased or insulted so I sue. There is nothing saying I can't file a suit but the chances of a judge even hearing that case is not likely as it would get tossed out. Even if you felt you had compelling evidence to support your case you would have to provide proof with unreasonable doubt and that is very hard to do in your circumstance. I'd say save yourself the money of filing fees and other costs, be a bigger person, laugh it off, and move on.

You can't summon a person, but can lodge a Magistrate complain or report to the Police. Depend on how you was insulted, as there are a few section in the law, such as :-
Sec. 504 of Penal Code - Whoever intentionally insults, and thereby gives provocation to any person, intending or knowing it to be likely that such provocation will cause him to break the public peace, or to commit any other offence, shall be punished with imprisonment for a term which may extend to 2 years, or with fine, or with both.
Sec. 509 of Penal Code - Whoever, intending to insult the modesty of any woman, utters any word, makes any sound or gesture, or exhibits any object, intending that such word or sound shall be heard, or that such gesture or object shall be seen by such woman, or intrudes upon the privacy of such woman, shall be punished with imprisonment for a term which may extend to one year, or with fine, or with both.
Sec. 499 of Penal Code - Whoever, by words either spoken or intended to be read, or by signs, or by visible representations, makes or publishes any imputation concerning any person, intending to harm, or knowing or having reason to believe that such imputation will harm, the reputation of such person, is said, except in the cases hereinafter excepted, to defame that person.
