It could be a simple fear of opening yourself up. If you've had someone you loved (like a relative, significant other, etc) who hurt you somehow, you may just not be ready to expose your heart like that again.
If you really feel bad about it, talk to the closest friends, those who you really want to say it to, and tell them that you just can't make yourself say the words. Let them know that you do care for them a lot, and that you hope you aren't hurting them by not saying it back. Maybe you can even come up with a code phrase to say in return, like a private joke. Them>"I love you, Jackie." You>"Gummy bears are awesome." ... That's a really bad example, but you get it. Try something like that, where you both know what you're saying, but you don't have to force the words out.

This will sound lame, but "practice makes perfect." It feels weird to say because you've never said it, probably to anyone. Maybe you grew up just knowing love but never expressing it. Now you want to express it, but the words are so foreign. So just TRY it, with your closest friend, the one who is most understanding. Just say it, smile, then change the subject.

Telling someone you love them give them some power over you. After reading that, it sounds silly, but it's true. Love is a tool some people use to manipulate others. By admitting this "weakness" you are giving someone else a measure of power over you.

sounds like a fear of intimacy to me. Even though they are your friends and its not an "intimate" relationship, so to speak, I think that maybe you don't feel worthy of love and saying it is just uncomfortable to you. It could also be a dependency issue where you do not want anyone to feel needed, you want to have control over things and keep your walls up.
