You want to clear your acne up first. Makeup will just aggravate your skin condition honey. Trust me.
You need to get a good cleanser for your skin type. I am thinking you are oily since you have a lot of breakouts. I am going to give you recommendations but you don't have to use them if you don't want to. I love everything by Origins. They have way less chemicals than other cosmetic lines. You need a good clay or mint cleanser to dry and beak up the oil that is causing the acne.
Next you need a tonic for oily skin. Contrary to popular belief, tonics usually don't have straight alcohol in them anymore. Origins uses denaturated alcohol which is a cosmetic alcohol that sanitizes and pH balances your face automatically.
Lastly, you need a moisturizer. Rather for oily skin, an oil free hyrdator. Something that will help control the oil so it doesn't resurface throughout the day.
Then when your skin clears and improves you can look into using a foundation specifially for oily skin that helps mattify.
I also recommend a great exfoliator. The cause of breakouts is clogged pores and the cause of clogged pores is dead skin cells. If you buff the top layer and clear off all the dead skin you will notice a substantial difference.

Most people don't realize, that the products you are using for your skin contain harsh chemicals that are in fact REALLY bad for your skin; and foundations that contain Mineral Oil (i.e. Clinique). You sound like you have sensitive skin. I would check out an Origins store and/or Aveda. Their products contain ALL natural ingredients that won't clog your pores. An exfoliant for sensitive skin will help with the peeling (Origins has "Swept Away", great for sensitive skin), and to help with redness/sensitive skin/breakouts, Origins also has the Dr. Weil line. I tried everything before I was told to goto Origins for Dr. Weil product by my dermatologist. I haven't seen my skin look this good in, well... forever.
They also have a great foundation that doesn't contain any harsh ingredients, or mineral oil, so it won't clog your pores. Try "Stay Tuned Foundation", it's a lightweight foundation that has a "stacking effect", I highly recommend it.

Buy professional products like dermalogica skin care line you can find them w/a professional aesthetician, this line is gentle & clear the acne, For foundation a good one will be laura mercier. Remember most of the product that you see on magazines & Tv spend their money on adds not on cientific reserches. professional products really work a dermatologis or aesthetician will never recomend you something from a drug store and I don't think a celebrity used products like clearasil or proactive. also be careful w/all those products becauses they can cause hipersentitivity and photosensitivity .

What has worked best for me is anti-bacterial soap. Any brand will do, but I think I use Dial. It's the bacteria that is causing the outbreaks - duh! Why don't the doctors say something about the soap? Once I started using it, it cleared up tremendously. Best part: It's cheap! I have very sensitive skin and most over the counter products made my skin worse as well.
I think once you get your face cleared up, most foundations will work for you. Just keep your face clean. Wash twice a day - a.m. and p.m. Don't forget the moisturizer! (Mary Kay and Avon have great products.)

I like Melaleuca products for my face. Their foundation is the best I have ever tried.
As for acne, what helped me personally and a couple of my friends, is the herb dandelion root. You can get it in capsule form or in tea form at health food stores and some drug stores. It detoxifies the liver. It may sound nuts, but that and extra sleep are the only things that have helped my complextion noticably.
