Hopefully the person would be taught love at home, from birth. He/she would go to school and be around other people their age.
The Helen Keller story comes to mind. I do not know, if she was ever in love. You might read the book about her, it is quite amazing, the accomplishments that she achieved through her teacher and friend Anne Sullivan.

You should read the books by Helen Keller.
She was born, deaf, dumb, and blind, yet she could communicate by touch, and movement.
Her story is very moving, and was portrayed in a film from the 60's, but the name of the film eludes me at the moment.

You think communication is fully limited to hearing and speech? It's not - never has been.
Explain how an infant feels love and attachment - they cannot speak.
Why is this such an issue for you? You can convey love and emotion through touch, gesture, writing - all kinds o non verbal communication.
Love is shown - not spoken.

I guess it depends on the family. The family is responsible for teaching ways of communicating and having a good therapist may also help. Anyhow, love finds its way around.
