Because of the way electrically excited materials produce light, it is normal for the gas in the bulb to continue to glow for a short while after the power is turned off. Usually, this isn't noticeable unless that is the last light you turn off, leaving the room quite dark. BTW: This effect can sometimes be seen in TV or computer monitors.

No. You don't say how long. If they stay that way you need to call an electrician, because they are wired incorrectly. The most probable cause would be that the line feed [ Black, or Red Wire ] goes directly to the fixture, & the neutral [ White Wire ] goes to the switch. This is the opposite of the way they should be wired.

Might be the filaments cooling. I've never seen that one.

once on, a small amount of electrical current will keep them going, not a safety problem.
