I bought a little 1 gal tank from walmart and all it cale with was the airation filter and now there is a foam on top of the water but beta is living but what causes the foam?

Most likely the foam is from extra proteins in the water or from ammonia in the water. Both of those come from the fish waste and from uneaten food in the tank.

With such a small tank keeping the water clean will be your biggest challenge. I would recommend you change about 1/2 the water every 3-4 days or whenever you notice foam, cloudiness or a foul odor from the tank. Don't put it off, change it as soon as you notice the problem or every 3-4 days which ever comes first, tha will be key to keeping your fish alive.

it is also possible that your betta is making a bubble nest (typical male betta behavoir) watch for a while and see if you can catch him blowing bubbles into the bottom if the foam. If that the case you have no worries, but I would still highly recommend you keep up with changing the water to keep him in good condition.

If it is a male betta it is bubble nest building and is quite normal. Bettas come from mud puddles in the wild of Siam and are quite adapted to breathing air through make shift lungs they have developed over their course of evolution.

The foam is likely cause from high ammonia. Did you cycle the tank before adding the fish, or did you just put the fish in without establishing the nitrogen cycle?

The Betta is probably practicing building a bubble nest, he apparently feels comfortable in his new home.

It is the bubble nest that males create hoping to be joined by a female.
