While there's definitely a chance of having the wrong color foundation/powder, if the products have SPF in them, that is likely to be a big reason as to why you're turning so white in photos. SPF reflects light like no other, and this can cause that ghost-effect that you're talking about. Or it could also be a case of a bad photographer with too much flash going on ;) I'm not sure how close of a photo you're taking, in what conditions, etc. so it truly could be the result of a poor camera, conditions, or photographer. A lot of cameras can't handle using flash when taking closer shots of faces, and they will tend to wash out the colors (turning them white).

Yes. Foundation should blend easily into your skin. You can get any department store (Clinique, Origins, Aveda, etc) to match your skin tone for free. If you're noticing a white finish, do not get a colored powder.. put on a translucent powder (Origins has a good one). If you don't have those options available, take a powder brush and lightly dip it into a really light pinkish/peachish blush and put that ALL over (don't over do it, just subtlely), that should help with the White finish.. g'luck! =)

It definitely sounds like your foundation and powder are too pale for your skin. They should be a perfect match. Test the foundation IN NATURAL LIGHT before you commit to buying it! Department stores are really good for this- they will let you see a couple of shades on your skin and then you can borrow a mirror to go outside and see how each shade really looks.

You need to change your shade of foundation and powder. Try to match your skin along your jaw line, when you are looking for the best color to match your skin tone.
Mineral foundations are great because each shade matches about 4 different skin tones.

Invest in a good quality bronzer or highlighter. Most bronzers can be used by any color person, they just add a touch of sun-kissed glow. Another thing is consider wearing some blush. Not too much, just enough to draw attention to your natural blushing cheeks. When applying bronzer, lightly apply it to your cheeks, tip of your chin and nose and just a touch on your forehead. When applying blush, apply it to the apple of your cheek. Less is more!!

Yes, you may be using too light of a color, the wrong undertone or both or possibly the sunscreen ingredient used is causing the "pasty" look (titanium dioxide).
Having a professional color test your skin would help, but if you look at your wrist, sometimes you can see either a golden undertone (the color you are using) or a pinkish undertone (opt for cool foundation colors) or if neither you may need neutral.

I like to add color back into my face with a bronzer. I have very pale skin...but I also have freckles. When I use powder and foundation, it covers my freckles...makes me look like a ghost ( even though it does match my skintone ) so I use bronzer to give myself a healthy glow.

If you want to really look good try bare minerals from bare escentuals. Their make-up is awesome. I started using it a few years ago and would never go back to the "old" way of using make-up. They have stores all over the country but are few and far between. For instance there are only 2 of them in Ohio. You can buy some of their stuff on line too.
