Yes.
And even if it's the wrong answer, I can't vote for anyone else.
There have been many times when I've given thoughtful, articulate, and accurate questions to answers, without copying from wiki or imdb and my answer has gone ignored.
There are many people on this site who are ignorant and rude, and don't appreciate that some people on this site are trying to help occasionally.

Not necessarily, the votes could go "no best answer" and the question would be deleted.

They have no choice. They'll give the vote because the answerer "deserve" it.
