It sounds like your tower or speakers may be plugged into a socket with a bad ground connection try a different plug in, and if you don't already have one, get a power strip.

They work, but honestly, it could be anything from the sound of your question. If it's like static type noise, it could be interference from a million different things. it's most likely from some bad wiring in your walls and poor shielding in the speakers, or something gone wrong inside the computer causing some wicked interference thats messing with the sound card.
