If you have some dough to spend, you can do something I saw in a old movie. The hero sent the girl a single rose with a note, "a single rose, a single thought of you" and then she went into the next room and it was filled with roses. I thought that was incredibly romantic.
But it'd be expensive. :)

Make dinner somewhere you can be alone. going out to a fancy restraunt is so overrated. make it the food you know she loves but hardly ever has. go out for dessert though to add in the "going out" effect.

At the end of the night just tell her you love her.

Anything romantic is great.
I have a friend who made a card that had three parts.
Part one was like the past of their relationship, part two was the present, and part three was about their future.
It was really sweet.
