The best time was probably in the midst of winter. Things will heat up a bit once spring comes and buyers come out. As far as negotiation....depends on how badly one needs to move and how much equity they still have to play with. Some have financed themselves out of the ability to negotiate.....which makes for alot of foreclosures and short sales...you might want to put some time into researching that avenue. You will always find those who are desperate.....and those who are not. But I would be very surprised if you could not find sellers willing to pay all closing costs. There have been new home builders negotiating as much as 100k below their original sales prices especially during the winter....yet they just keep building. They may have the room to lose a bit ......... those in existing homes may not. If I were buying in this market....I would operate from a position of "if their home is on the market right now, they must really need to sell" shoot for the moon and offer what would make you dance......if they reject your offer ...... keep going....divorce, job transfer there are always desperate people on the market.
