i can jump about 3 feet off the ground
what do i need to do before i can get up there?

According to what you say you should have a standing reach of about 88 inches. Add that to your 36 inch vertical leap and thats 124 inches. That is 4 inches above the rim so you only need about 2-4 more inches.

Search for PLYOMETRIC exercises on google to increase your hops.

If you can jump 3 feet off the ground at that height, you should be able to reach the basket without a problem. But my guess is that you're overestimating how much you can really jump.

Worry about more important stuff, hows your jumper, do you slide your feet on defense, whats your assist to turnover ratio. What good is dunking if you cant knock down an open 18 footer. Because at 150 lbs any contact will make you miss unless youre on a break away.

5'10" is not extremely tall for you to be able to dunk... even with a good vertical(though I think you might be overestimating by saying you have a 3 foot vertical) you'd still have to really work on it. Honestly, you'd better hope you grow some. Either that, or continue to try to improve your vertical leap. But if you have a 3 foot vert, you'd be hard-pressed to do better.
