There's a product called LazerTran. With your computer, you select an image and print it on this, and transfer it to your cup.

I don't know about the dog tag, but on the cup they make a decal and and adhere it to the cup.
Walmart and Walgreens do the cups and dog tags, as well as many other items, both online and in their stores.

They are sometimes decals that are fired on either before or after the glaze is fired. Thats for a ceramic cup -- I don't know about photos on dog tags.
