Without knowing how much memory you have on this PC and how much room is left on the hard drive,,i can only guess at the problem.
When i have come across this problem on other peoples computers,,it is usualy due to mass infections,,Trojans,,Ad-ware,,etc.
Your antivirus program may not be doing its job,,use an online scan e.g. http://housecall.trendmicro.com/
their are many online scanners you can use such as the one i have listed here.
If it turns out that your computer is BUG FREE,,,then i would look at just how much Ram i have installed,(possibly insufficient),and also How much hard drive space is left.
Also,,you may have too many programs running in the background,,causing your Ram to be all used up.

It might be the surface you are trying to use? You didn't say if the mice had balls or were the optical kind.

I've had different desk surfaces give me difficulty with the optical kind, and some mouse pads were too smooth for the kinds with balls.

Try a different mouse pad or some other smooth surface to see if it changes.

ahh... try gettin it another cheese slice.... if u have a ball mouse try openin the ball n clean it once. .. n if it is optical then there are bright chances that your pc is infected with a worm which is not getting detected by your antivirus n noe possible for you to delete it on your own... i guess the only option is to get your disk formatted...
PS before tryin this try another mouse once...

Just checking.... because you mentioned using a USB port, I assume you have a standard optical mouse,or no?
