There is a product called Tend-Skin that you can get at most salons that do waxing. It is specially made for razor burn and works anywhere.

There is a product out called Bikini-Zone. It's an after shave lotion for your bikini area. Or what I find that even works better is Secret platinum deodorant with olay. That kind works great.

You won't ge razor burn if you don't shave. It's absolutely not necessary to do so.

same thing you would use on any dry irritated skin- lotion. Make sure that is is not glittery or anything, and unscented or for sensitive skin is also good.
