Most free webhosting site offer sitebuilders that you can use for nothing. It requires no html knowledge. Also, do not get tricked into paying anyone to build you a site in yahoo answers. Just a word of advice. heed the warning or take the risk as you will but youll get burned. especially from someone claiming to give you a quote and sending you to his website while saying "oh, Im working on a better one right now so dont mind that its kinda rough". Dead givaway that you got yourself a 'wanna-be' right there.

If you are looking for a professional web designer, you are better off seeking one in the search engines and using the links that show up in the 'sponsored results'. these are the real designers and not too cheap to pay for decent advertising.

You need to know HTML or hypertext markup language, the language of the net! Try http://www.w3schools.com , here you will find many tutorials to get you going. If you find HTML too hard to begin with try Dreamweaver, or Adobe's Go Live, these are graphic based packages that let you easily make a web site. It is importnat however to learn HTML to start with though as it is teh backbone of websites.

You will also need a good idea, and a clear plan of what your website will look like, and what its going to do. What is it's purpose? You may find it helpful if you draw out on paper first, your sites structure, as this will help keep continuity throughout the site.

Having a website that is aesthetically pleasing is one of the most important thigns in web design. If it is full of lurid rainbow colours and teh dreaded "comic sans" font is used throughout, 99% of the time people are going to navigate away ASAP. So spend some time making a good design, that is constant throughout.
The way to make sure every page follows a style is done using CSS, or Cascading Style sheets. These are just little bits of code that your HTML looks for, and defines how certain elements of the site will look on each page.

All of this can be done quite easily, you don't need a PhD to make them! Just follow the tutorials on the link i posted, and it will becoem clear soon enough.

I must stress though, the importance of laying out your site before you embark on your journey down the web design road. If you keep changin things as you go along, it's gonna look messy, unprofessional and no-ones gonna want to look at it.

For the novice, do whatever you want in word and save it as .html. To go a bit further, learn HTML, Hypertext Markup Language. There are design tools that you can use, eg, Macromedia Dreamweaver or Microsoft Frontpage.
