I have really dark circles, too, it's from your blood vessels being too close to the surface of the skin. There are 2 Avon products that I really have found work for this, one is "Lighten Up" and the other is "Anew Alternative Eye Cream" - takes about 4 weeks to see a difference though. Always use a separate eye cream and apply it with your ring finger, (the weakest finger) so as not to overly pull on the delicate skin in that area.
The other tip I have is, if you use mascara, use non-waterproof on the top lashes (it's less damaging) but ONLY use waterproof or wash-off waterproof on the bottom, that way if you perspire or have oily skin, it won't cause the mascara to "melt" under your eyes.

Dr. Weil for Origins Plantidote Eye Serum is the only thing that has made my dark circles fade. I love it. It's a little pricey but it lasts forever.

I've heard somewhere that if you place a slice of cold cucumber on your eyes, the puffiness and dark circles will fade..

This is an easy one. All you do is buy a bag of cosmetic makeup sponges, they are really cheap. You just dab your foundation onto the sponge (as much as needed) and apply under your eyes. This technique also works for zits, discoloration, and other problem areas.

use a concealer stick ,
i have the same problem and i use REVLON COLOUR STAY BLEMISH CONCEALER... it works so well !
