Not only do you have to get the DNA from one cell into another cell, in protozoa you have to find a way to get that DNA out of the nucleus, through transfer into another cell, and then into the nucleus of the new cell.

I think it must be because protozoa are eukaryotes and have their genetic material enclosed in a nucleus. Bacteria are prokaryotic and have a single circular chromosome that is not in a nucleus.
