There is a glue called Shoe Goo that is the best.
Don't use rubber cement, as it is a temporary glue, intended to hold parts together until sewed.
Contact cement is good, and while more permanent, it still isn't as good as Shoe Goo.

You can buy a shoe repair kit at your local drug store for about $3 or $4 It's your best bet. All the other glues just don't hold because of the movement when you walk.

The best product I have found to make shoe repairs is "Shoo Goo"and you can find it a LOWES or HOME DEPOT.

Shoe goo really works you can buy it at wal mart for 3-4 dollars it worked for me and i'm in construction.

Contact cement more commonly refered to as rubber cement but you want an industrialized version.

you have to speak to someone that is in the business there is a very tough glue to use
i know that some shoemakers to not use it, that is why the stuff that they fix do not last very long

Use "Liquid Nails" or some other construction adhesive. I have had very good luck on many otherwise non-compatible materials.
