The irresponsible person themselves!! It is time that people quit whining and wagging their finger at someone else for their problems.

Nature (mental disorders ,ect...unless caused by outside forces during pregnancy or something), Nuture (being raised by irresponsible parents...could be a 'which came first, chick or the egg') the Government putting in social castes. Social stratification. Minorities are often deemed irresponsible, but ultimately that can be traced back to the Governments handling of the issue.

I'm not sure exactly what you mean. Whoever chooses to be irresponsible is responsible for being irresponsible.

Its the resposibility of the goverment. This is the reason we have courts, police and military. These are entities thata are responsible for maintaining order and control
