Well my best guess would be that teachers were the ones who created that saying because they wanted everyone to participate no matter what.
That question was created so it would build up a persons self-esteem and help boost a persons confidence.
Although it was taught in the classroom, it is a completely different thing out in the real world. No matter what happens, people are going to be judgmental and you will ask a "Stupid question" because they view it as one.
But dont worry. In this world, there is no one who knows everything. So if you ever ask a question and someone laughs at you, point out the fact that you are human and as a human value the fact that you have a voice and arnt afraid to speak up to know something.

humans inate cruel nature probably thought of that as a joke, so when someone did ask one they could all have a laugh. But seriously it went nowhere, it comes and goes with those kind enough to accept any question, thats all

It went away with respect for teachers and authority...
It was killed by disrespectful children asking questions that they knew had nothing to do with the current subject...
It was made obsolete by teenagers who can survive the rest of their working careers with one phrase "Would you like fries with that?"
