In body language books, it says it is aggressive. But I think it can mean someone is surveying an area, like a boss over his cubicles. Also, it could mean that someone hopes someone will see his pov, like a teenager who is having a light argument with her mom.

I would perceive him as someone who has heard all he wants to hear and is also sick of listening. Looks like he is ready to tell everyone "How it reeeealy is"!! (As if he knew)
