A DJ spins the records for a musical happening. An MC is the moderator of any occurrence, the person who leads a group of speakers, etc.

A DJ is a disc jockey - the person who plays cd's and records.
An MC is the Master of Ceremonies: the person who introduces speakers (or entertainers) and tells the audience what's happening next.
Of course a DJ can be the MC at a function.

To add on to what the others have said:

MC nowadays can mean much more than just announcing etc.. MCs come in many forms...

There are, for example, MC battles --- people rapping freestyle, or even along with a DJ...

MC beatboxers -- people making the rhythms and effects with their mouth..
