Have you read The Curious Incident of the Dog in the Nighttime, by Mark Haddon? That probably fits your request.
Don't know about "witty and touching" but most of Jodi Picoult's books have lots of surprises and compelling plots (also interesting ethical issues). The only one I haven't cared for is Salem Falls.
If you like cats, the Joe Grey mystery series is full of wit and surprise. Start with Cat on the Edge.

I really liked the book The Adventures of Cavalier and Clay by Michael Chabon.
I thought it was both witty and touching, but dont want to go into details that will spoil the book. Dont let the fact that it is about comic book writers be a turnoff.

How about Captain Corelli's Mandolin by Louis De Bernieres. The story was told during the World War 2. It has a lot of wit and moments, but with a bit touch of romance. Still, when I read the book, it's hard to put it down; I just keep on reading.

*A Trout in the Sea of Cortez by John Salter
*Savannah Blues by Mary Kay Andrews (There is a small romantic plot but that's kind of a side issue. Very well written, funny and intelligent. There is also a mystery plot and the main character likes to go hunt for antiques).

Christopher Moore writes witty vampire novels with a hint of romance.
I usually stick to beach-book types or biographies and I like "You Suck" by Christopher Moore so far!

William Gibson's-- " Pattern Recognition" is full of suprises, will keep you guessing until the very end, and is actually quite touching (though to really get there you do have to read the whole thing), and it features a strong, intelligent, resourceful, and independent female!

Well, i LOVE horror, it keeps me wondering, and it surprises me a lot. But it also depends on ur age. So for teens and up i wound recommend, "A Mystery: Haunted" By Judith St. George. "The Dark Hills Divde" By Patrick Carman.
