You might couch this in terms of cost benefit....
there is a saying: A bird in the hand is better than two in the bush.

It will cost your landlord to come in and make repairs and ready the apt. for the next tenent b/c you cannot stay if he increases the rent....
You might also say you have been a good tenent and that risking the unknown when he has a known quantity (you) is risky.

Point out the things he has not repaired or kept up to building code. Try to sell him on the fact that your income has not increased as much as his utility and tax costs. If this is not a writing exercise, then prepare to move if you can't afford it.
