In winning full custody of child can the living situation be considered and if so, what is it that they look at?

the living situation would be one of the more critical pieces that is looked at! If you are living in an environment that is not considered good for raising a child, then that would be a problem.

I am sure they are going to look at the neighborhood, the place, who you are living with, how much space you have, etc. etc. etc.

What do you mean by "the living situation?" You have to have control of your finances of your care with no exceptions. Yes it can and IS considered. I suggest you contact your local Dept of Human Services for a home inspection. They can tell you exactly what you need to change, if anything. They can also give you specific guidelines for what is considered "safe" in your particular judicial district.
