I currently live in one, and have in 3 others. Certainly your major issue is are you renting to another? OR are the paying rent to another? If the latter I suggest you bring it up with the landlord first.
I doubt, they'd balk, especially if you do all the work, in a valid manner.
1995 is not an OLD mobile, and if the mica is having issues such as popping, peeling, you may have other issues to contend with beyond a quality laminate originally installed. Mica can last as long as any mortgage in proper conditions.
If you want options, and are allowed, you should still remove the existing laminate, and according to your budget, or the landlords thoughts, decide how you want to re-do the counter tops. It's not an impossible task for a DIY but takes research, some education, and expense, plus being ok with the mess associated in the process.
Whatever anyone else says, here or otherwise, DO NOT attempt just a coverup.

My husband and I are doing the same plus a lot more. We won't be getting to the countertops soon because we are replacing rotten 2X4's and flooring around a window. However, I believe with time and patience and the right information you can do it. Both Home Depot and Lowe's offer classes on a regular basis. There is also a Mobile Home Repair book out there that a lot of contractors I know say it is their "Bible" to manufactured home repair. I don't know if I can post the name of it.

Unless you are a master carpenter, don't try it. You need a lot of specialized tools as listed in an earlier answer. Definitely talk it over with the landlord unless you are the landlord. Getting Home Depot to come and do it would be cheaper than buying the stuff and trying to do it yourself if you don't have the experience.

more than likely the countertops are the same for mobile home countertops as regular site built home countertops. Measure your tops and go to a home improvement store. They sell a few different designs in varying sizes.

I am a woodworker and cabinetmaker. You are biting off more than you can chew. Formica is tough to work with unless you have carbide sawblades, carbide router flush trim bits and most importantly the skill and knowledge to do the job. Not a job for a beginner
