I normally just put regular tap water into my red eared slider cage, but i got a free sample of aqua safe for aquariums, it says for freshwater fish but i am guessing I can use it for my turtle's cage as well. When I put the recommended amount into the tank, do i have to let it set for a while after i put it in the tank, or can I put my turtle back in while it is mixing in with the water? And if i DO have to wait, how long?

You don't need to wait- just swirl it around a bit.
I would buy a bottle of it- it lasts a pretty long time since you don't need much. I do not use tap water without Aqua Safe for any of my reptiles/amphibians.

Aqua safe is safe for turtles. It is safe for most aquentic-living animals. After you put it in, You should mix it slightly if there is no current in the water. You can put you reptile pal in the tank right after. The chemical is instant.

Don't bother adding chemicals like that to the water unless your water is too chlorinate to drink. For turtles, if we can drink it (and like it), they can live in it.

Remember- turtles do not 'breathe' the water the way fish do, or absorb it in their skins like amphibians do.

Now- that does not mean that they might not prefer water with fewer chemicals- but that can usually be accomplished by just letting the water sit out open for about 24 hours.

I use this product for my RES...the bottle says that it works "in seconds". I think the thing to wait for is the water temp.
