They probably refused because they didn't have the facilities that your friend needs. He needs to be in a hospital where they can attend to his needs properly. Nursing homes are not hospitals. They are only a place that the elderly or others that can't look after themselves are put so that they can be looked after basically by people who are trained to do so.

I don't know what country you're in, but here in the States, if it's a private nursing home, then they can decide who they will accept for care. If it's a governmental nursing home, then no they can't turn people away.

sorry to hear about your friend. perhaps the NH didn't have the staff or expertise to take care of someone with such a serious condition.

no. It is illegal for any medical facility to turn anyone who is in need of medical care
