I don't want to be discouraging -- and, believe me, I never try to talk ANYONE out of being an actor -- but, if you move to Los Angeles to be an actor, and you have limited experience, you'll be standing in line with about a million other people who had exactly the same idea.
The first thing you need to do is a very thorough self-inventory. What KIND of actor do you aspire to be? If the stage is your first love (as it was mine), then you don't "need" to be in L.A., or NYC, or Chicago, or anywhere else. Quality theatre happens in cities all over the U.S., and there is work to be had. However, if you're bound and determined to go the film/TV/commercial route, then...yeah, you're probably headed for L.A. eventually. But, as another respondent already suggested, get the experience first.

The best way to get this to work is get to know some people. If you're not good at talking to people you won't make it as an actor/actress. Look up the screenwriters guild of America and I believe they have a website with forums there. Get to know some writers, even the non-famous writers and ask them if you can read some stuff they've written, or ask to talk to their agent who can decide on weather you may be good for a part in their movie, play.
Do this and see if you are what they're looking for, for a part in a movie. They don't have a say in what people get chosen for the role, but if they do like your expierience if you let them see what you've done, they will pass on your expierience to whomever might buy their screenplay. Studios will start taking notice of you, but really your best bet is to try getting to know some writers, this is really the best way to get noticed.
So many people in or trying to get into Hollywood go about it all wrong. You can save yourself alot of time and hassles if you try it this way.

Get some theatre experience. Dallas/Ft Worth. Austin, St Louis, Chicago, ANY where. But get some plays under your belt and some good reviews. Take any parts you can get. Pump up the resume, head shots, etc,.and THEN consider LA or NYC, Philly, etc. Good luck!
